Shelly Bay Road upgrade
From Friday 29 April until Friday 27 May 2022 we asked for views on the planned upgrade of Shelly Bay Road, between Shelly Bay and Miramar Avenue, and the considerations, constraints and opportunities that would be involved in improving this narrow coastal area.
Improvements could include:
- making the road environment more usable for pedestrians and people on bikes, and other road users
- creating welcoming spaces to relax, play or access the shoreline
- highlighting the area’s cultural, historical and environmental features
- other ideas you may have for smaller ways to enhance the upgrade.
We will share with you what we’ve learned from people's feedback and provide recommendations to Council on Thursday 30 June 2022.
Background
In 2019 a resource consent was granted to The Wellington Company Limited which included the requirement to upgrade Shelly Bay Road. The minimum standard consented road works include 6m carriageway (2 x 3m-wide traffic lanes) plus a 1-1.5m-wide width for use by pedestrians and cyclists.
The Council has also entered into a Development Agreement with the developer under which there are some specific requirements in terms of process and timeframes. You can learn more about the Development Agreement below.
As such, the developer’s resource consent (which outlines the minimum requirements for the road upgrade) and the Development Agreement, have implications which will apply to some improvement options/opportunities which Council might look at.

The Council resolved to further investigate (including key stakeholder engagement), the upgrade of Shelly Bay Road between Miramar Avenue and Shelly Bay, comprising options that more closely aligned to New Zealand Transport Agency guidance as a minimum and the Great Harbour Way plan as an aspiration. The aim is to deliver a safer and more inviting environment for walkers, cyclists and other users. You can read more in the Council paper at www.wellington.govt.nz
The research we are doing now (including this engagement process) is being done to honour that commitment. We are working to find the balance between what the guidelines tell us, community expectations and what can be achieved in this narrow, physically constrained environment.
We know from previous community discussions that there is a desire to:
- improve accessibility for walkers, cyclists, and motorists
- protect the recreational spaces and wildlife, and connections with the shoreline.
We believe there are opportunities to explore this further either as part of the planned upgrade or as part of any future roading upgrades.
Working with the community
We’ve looked at feedback from previous community engagements on Shelly Bay Road (including a petition) to make sure we haven’t missed anything. Officers and engineers reviewed the feedback and analysed the engineering information to identify ways to enhance the road upgrade - which we would like your feedback on.
